on 19th CPC National Congress

Ladies and gentlemen,

Namaste! Good afternoon! I am very happy to see you again and to give you a briefing on the 19th National Congress of the Communist Party of China (CPC), which was held in Beijing from 18 to 24 October 2017.

This Congress has drawn world-wide attention, as it will have significant impact on the world as well as China and its foreign policy. It is hoped that the media friends in Eastern India will get to know more about this Congress through my briefing today.

I. The Congress was a meeting of great importance taking place during the decisive stage in China’s building a moderately prosperous society in all respects and at a critical moment when the country’s socialism with Chinese characteristics has entered a new era.

General Secretary Xi Jinping delivered a report on this occasion. The Congress approved this report, and the report by the Central Commission on Discipline Inspection (CCDI) and the amendment to the CPC Constitution. The Congress also returned by voting the new Central Committee and the new CCDI.

On 25 October 2017, the 1st plenum of the 19th Central Committee of the CPC returned the leading bodies of the new Central Committee of CPC, and re-elected Mr. Xi Jinping as the General Secretary, for another 5-year term.

II. The Congress is important for both China and the world, and the reasons include the following points.

1. The Congress launched a new march for CPC and the Chinese nation. At the Congress, CPC’s political manifesto and platform for the new era were read out by Mr. Xi Jinping in the form of a report he delivered at the opening session, which will have historical significance as well as important impact on the present.

2.The Congress initiated a new era for CPC and China. It made scientific analysis and judgement on the current developments in China and concluded that China has now entered a new era of its socialism with Chinese characteristics. In the new era, the principal contradiction in the Chinese society has become one between unbalanced and inadequate development and the ever-growing needs of the people for better lives. This is a historic change that will have impact on the whole landscape, and China need to formulate or improve upon its policies accordingly.

3.CPC has got a new component for its guideline, which is Xi Jinping Though on Socialism with Chinese Characteristics for a New Era. And the Thought has been written into the CPC Constitution. It has given answers to the important questions of what kind of socialism with Chinese characteristics we should uphold and develop in the new era and how to go about doing it, and has provided theoretical analysis and policy frameworks in various aspects.

In his report at the Congress, Mr. Xi laid down 14 points as the basic policies for implementing the Thought, including:

1. Ensuring Party leadership over all work

2. Committing to a people-centered approach

3. Continuing to comprehensively deepen reform

4. Adopting a new vision for development

5. Seeing that the people run the country

6. Ensuring every dimension of governance is law-based

7. Upholding core socialist values

8. Ensuring and improving living standards through development

9. Ensuring harmony between human and nature

10. Pursuing a holistic approach to national security

11. Upholding absolute Party leadership over the people’s forces

12. Upholding the principle of "one country, two systems" and promoting national reunification

13. Promoting the building of a community with a shared future for mankind

14. Exercising full and rigorous governance over the Party

4. The Congress made road-map and time-table for reaching “the two centenary goals” and realizing the Chinese Dream of national rejuvenation:

from now to 2020, complete building a moderately prosperous society in all respects;

from 2020 to the middle of the century, take two steps to turn China into a great socialist modern country -- that is, on the basis of completion of building a moderately prosperous society by 202, continue to work for 15 years to basically realize socialist modernization in China, and from 2035 to the middle of the century, turn China into a country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful.

5. The Congress made arrangements for the party building of CPC. As development of China hinges on the Party, we need to further work on the great undertaking of the building of the Party. Ensuring that the Party’s fully and strictly exercised self-governance is a journey to which there's no end. In the fight against corruption, no place should be out of bounds, no ground left unturned, and no tolerance shown.

6. The Congress has once again demonstrated the people is the center of work of the Party, and it has served as a mobilizing call to the Chinese people to rally around the Party with Mr. Xi Jinping as the core to realize the Chinese Dream of national rejuvenation. And the report contains many specific benefits for the ordinary people, such as:

Increasing the size of the middle income group; promoting employment of migrant workers from rural areas; bringing pension schemes under national unified management; making senior secondary education universally available by 2020; meeting the housing needs of all of the residents; ensuring that by the year 2020, all rural residents living below the current poverty line will have been out of poverty and poverty been eliminated in all poor counties and regions.

7. Setting target for the Chinese diplomatic work. The report stipulates that China’s major country diplomacy with Chinese characteristics aims to foster a new type of international relations and build a community with a shared future for mankind. Following this guideline, China will make more contribution to peace, development and cooperation in the world, and make new efforts in this regard, providing the Chinese wisdom and Chinese solutions to the challenges and problems facing the mankind. The Congress has sent relevant messages as well, including the following:

(1)The fact that the socialism with Chinese characteristics has entered a new era means that the path, the theory, the system, and the culture of socialism with Chinese characteristics, which have kept developing, have blazed a new trail for other developing countries to achieve modernization. It offers a new option for other countries and nations who want to speed up their development while preserving their independence; and it offers Chinese wisdom and a Chinese approach to solving the problems facing mankind.

(2) China will continue to follow the path of peaceful development, and remains firm in its commitment to strengthening friendship and cooperation with other countries on the basis of the Five Principles of Peaceful Coexistence, and to forging a new form of international relations featuring mutual respect, fairness, justice, and win-win cooperation.

(3) We call on the people of all countries to work together to build a community with a shared future for mankind, and to build an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity.

(4) China adheres to the fundamental national policy of opening up and pursues development with its doors open wide. It will actively promote international cooperation through the Belt and Road Initiative. In doing so, we hope to achieve policy, infrastructure, trade, financial, and people-to-people connectivity and thus build a new platform for international cooperation to create new drivers for shared development.

(5) Taking a driving seat in international cooperation to respond to climate change, China has become an important participant, contributor, and torchbearer in the global endeavor for ecological civilization.

(6) China's development does not pose a threat to any other country. No matter what stage of development it reaches, China will never seek hegemony or engage in expansion.

(7) China will always make its efforts to safeguard world peace, contribute to global development, and uphold international order.

(8) We should commit to settling disputes through dialogue and resolving differences through discussion, coordinate responses to traditional and non-traditional threats, and oppose terrorism in all forms.

(9) We should stick together through thick and thin, promote trade and investment liberalization and facilitation, and make economic globalization more open, inclusive, and balanced so that its benefits are shared by all. China will support multilateral trade regimes and work to facilitate the establishment of free trade areas and build an open world economy.

(10) China will never pursue development at the expense of others’ interests, nor will China ever give up its legitimate rights and interests. No one should expect China to swallow anything that undermines China’s interests.

III. The 19th CPC National Congress is a successful one, and a democratic one as well. The drafting of the above-mentioned report was done with the spirit of democracy, incorporating views and suggestions of people from both within the Party and without. Mr. Xi Jinping held six sessions to listen to opinions by other people. The selection of the candidates of the members of the CPC Central Committee, its leading bodies and the CCDI was done with a true spirit of democracy.

As the saying goes, it is up to the one who wears the shoes to tell whether they fit him/her or not.

Now all CPC members and the Chinese people are studying and implementing the spirit of the Congress. They are inspired, hopeful and energized, ready to work hard to realize the Chinese Dream.

The international community has given much attention to the Congress too. Over 1800 reporters from outside the country went to cover the event in Beijing. Leaders from 165 countries have sent their congratulatory messages or letters, including U.S. President Donald Trump and Japan’s Prime Minister Shinzo Abe.

IV. The Post-Congress Ties between China and Eastern India

The Chinese Consulate will implement the spirit of the 19th CPC National Congress and work for closer ties and more exchanges between China and Eastern India. Hopefully, more groups from China will visit this region to tap the huge potentials, and more economic cooperation will happen. And the BCIM Economic Corridor will be developed with joint efforts by the four countries.

In the coming weeks, the Consulate will have several programs, including:

1. Starting from 27 October 2017, the Consulate will hold an online Knowledge Contest on China-India Friendly Exchanges and the 19th CPC National Congress. Indian friends from the five states covered by the Consulate are welcome to participate. And we have prepared very attractive prizes for the winners. Ten winners of the 1st prize will have a one-week-long complimentary trip to China sponsored by the Consulate. The second prize will be a smart phone. The Third prize will be artifacts from China. The questions will be posted on the English website of the Chinese Consulate in Kolkata (http://kolkata.chineseconsulate.org/eng/)

2. In cooperation with Visva Bharati University and others, the Consulate will hold a Conference on India-China Friendly Exchanges from 3 to 4 November 2017. Dozens of well-known scholars from both countries will be gathered in Santiniketan for the meeting, at which we will pay tribute to Rabindranath Tagore for his founding of Cheena Bhavan 80 years ago. So you are welcome to go and cover the event.

3. Working with IMPACT, a Kolkata-based NGO, the Consulate will send a group of winners from the Best Pandal Competition this year to China for exchanges from 5 to 12 November 2017.

4. Working with the School of Chinese Language in Kolkata, the Consulate will hold Fun-Filled Day of Chinese Learning at Kolkata Xuan Zang Temple on 6 November 2017. More than 100 students from Indian schools in Kolkata will be there. You are welcome to take a look and enjoy the performance of Chinese musicians and the Tangra Lion Dance Group.

5. From 20 to 27 November 2017, a group of young tennis players from Eastern India will visit China for exchanges with the support by the Consulate and the Jaidip Mukherjee Tennis Academy.

6 We will also work with local charity organizations to help poor students in the region. We will donate some books and a van to help the underprivileged people.
